Innovation Of Binhai New Area's Infrastructure Investment And Finance System

Binhai New Area was integrated in the national development strategy, being confirmed as integrated reform experimental area, which bring rare historical opportunities of the further reform and speeds up of the development for Binhai New Area. This paper is based on the practice of Binhai New Area's developing and opening, choosing infrastructure which is one of the weak links of the investment and finance system reform as the breach, discussing on the"entrance choosing by government, development finance hatching, market existence"operation patterns of development finance and the"plan advance, credit construction, finance impetus"innovative concept, displaying its system construction and market cultivation function, which will impels positive actions on Binhai New Area's investment and finance system reform. The innovation and operation patterns of the Country Development Bank's development finance are worthy to be learned by financial colleague, especially commercial financial institutions; this will make significance for the overall investment and finance system reform of our country.This article adopts the way of research theoretically and practically, carrying on relatively comprehensive and deep discussions on development finance. The valuable experience and gradually improved theoretical system accumulated in practice of development finance, have built a bridge between commercial finance and policy-related finance which is innovation and development of past policy-related finance. Being an innovative financial theory, the core theory of development finance is needed to be explored thoroughly which is an opportunity for this article. Next it makes full and further research on development finance from aspects of general theories, operation patterns under the stage of transition in China as well as functions on investment and finance in the fields of infrastructure. Then it explicates functions of developing and institutional innovation of development finance from practice, with the example of Tianjin infrastructure construction.
