The Research On Commercial Banks' Nonperforming Assets Securitization Question

The proportion and the number of nonperforming assets in commercial banks in our country is high, which contain great financial risks and hindered the development of the banking and operation of national economy seriously. We have obtained some achievement through great efforts in recent years, but the pressure is still great. The problem of using new method to handle the bad assets become the focus gradually. The theories of nonperforming assets securitization (NPAS) are mature and perfect abroad, also good results have been achieved. Our country has begun to try handling nonperforming assets by NPAS and has made certain progress. The paper mainly analyses and summarizes the evolution of NPAS in our country, and puts forward some views in order to promote its domestic development. It analyzes several parts as follows:First, analyzing the basic situation of the handling nonperforming assets, and draw the advantages, feasibility and necessity of NPAS in our country. This is the foundation and the starting point that NPAS.Second, analyzing the situation of development of NPAS in the world, including its trend and characteristic. NPAS in Korea developed later and the reasons of the nonperforming assets have similarity with ours. Korea has handled nonperforming assets by NPAS and becomes the typical representative of new-coming advantages. Thus, there is an NPAS example of Korea in this part, and the enlightenments are drawn.Third, analyzing the evolution of NPAS in our country. Three examples are introduced in detail and the characteristic of NPAS are summarized. First, the development model of NPAS is progressive which is decided by external condition of NPAS in China. Meanwhile, the understanding and application of technology of NPAS is quite a long process.Second,NPAS will be issued in inter-bank bond market first because through long time development, the inter-bank bond market has the excellent issuing and circulation conditions. Finally, trust level has becomes main trading structure.Last, some suggestions and ideas to the development of NPAS in our country are proposed. First, try taking some ideas about operation model of NPAS, including asset pool design, special purpose vehicle design, credit enhancement design and security structure design; second, analyze the environment of NPAS in our country, which is an external foundation of NPAS, some policy recommendations are proposed, including the perfection of the law, development of security market and personnel training.
