The Study On The Local Government's Performance Evaluation In Inviting Outside Investment

The gradually improment of local government performance evaluation, is an important part of our country's political system reform, and indispensable component of democratic political construction. Local government's performance evaluation in inviting outside investment is an important part of local government performance evaluation, and an important tool of appraising and enhancing the performance of local government's inviting outside investment. This paper adheres Marxism,Mao Zedong thought,Deng Xiaoping theory,"Three Represents" thought and the scientific viewpoint on development as the guide, and cilligates numerous academic discipline methods, and takes the research into the local government's performance evaluation in inviting outside investment as the penetrative point for joint research into Administration and Economics and Management as well, and systematically elaborates the basic theories,necessity,essence and significance of evaluating the local government's performance in inviting outside investment, this paper analyses and puts forward some new ideas about the countermeasures, which aiming at the problems,reasons that currently consist in the local government's performance evaluation in inviting outside investment.This paper is divided into five chapters. Chapter one puts forward the paper's studying train of thought,methods and possible fresh points on the basis of analyzing the background and significance of choosing the topic for research and making comments on the domestic and overseas results of reaching into evaluating the local government's performance in inviting outside investment.Chapter two, on the basis of defining the connotation of evaluating the local government's performance in inviting outside investment, it focuses on elaborating the basic theories of evaluating local government's performance in inviting outside investment, such as Market Failure Theory,Balance Score Card Theory and Path-dependence Theory.Chapter three analyses the necessity,essence and significance of evaluating the local government's performance in inviting outside investment. It analyses the necessity of present stage evaluating the local government's performance in inviting outside investment from three aspects, and elaborates its essence from different viewpoint, and then argues its theoretical value and practical significance. Chapter four deeply elaborates the main problems and reasons of evaluating the local government's performance in inviting outside investment. From the value orientation, performance evaluation system, performance evaluation index system ,the system and every other aspects, it deeply elaborates the main problems of evaluating the local government's performance in inviting outside investment, and explores the roots of them.Chapter five puts forward the countermeasures that optimizating the local government's performance evaluation in inviting outside investment. Aiming at the problems that consisted in evaluating the local government's performance in inviting outside investment, it the countermeasures for consummating the local government's performance evaluation in inviting outside investment, and then analyses the possibility of introducing the Balance Socre Card into evaluating the local government's performance in inviting outside investment.The conclusion of this paper analyses the main research results and fresh points, and other aspects that will be deeply researched.
