The inherent requirement of market economy is a market allocation of resources, which enables the socio-economic resources to flow freely to the most efficient department , and finally achieve the Pareto efficient optimization. Entrepreneur human capital, a kind of economic resources, and a basic resource which can decide the efficiency of other resources distribution, that whether it can allocate efficiently determines the allocation efficiency level of other economic resource directly. Along with the development of China's market economy and China joined WTO, competition between enterprises increased, the construction and development of China's professional manager market has attracted more and more attention by the whole community and investors.The revolution of the western manager made the content of owner control and ways of control change, promoted the formation of professional manager class, caused the use of system-level and changes in management structure, and formed a modern enterprise system. Evolution course of Western enterprise system has also proved that an effective professional manager market has a vital significance for establishing a modem enterprise system.From the economics point of view, this paper makes a real positive analysis China's professional manager market by the aspects like demand, supply, price and so on. The development of China's manager market is still immature, and there are many problems as follows: the enterprises will encounter restrictions in system, which leads to an situation that its need of professional managers can not change to an effective demand; the shortage of professional manager supply, which is a universal shortage and the structural deficiency, can not satisfy the need of enterprise to human capital of professional managers; the situation that professional managers get a low pay, can not correctly reflect the supply-demand relationship and human capital value of professional manager in professional manager market; the lack of intermediary organizations causes a lot information asymmetric situation in professional manager market; it is disadvantageous to establish a reputation mechanisms and reduce transaction cost. At the same time, professional manager drive and the restraint mechanism are not perfect. These problems make our professional manager market work with a low efficiency.This article holds that the development direction of China's professional manager market is to establish an efficient market. Effective market conditions are as follows: (1) there are enough participants in the market, which means a considerable number of enterprises and professional managers in the market; (2) construct effective competition rules, and ensure that all market participants act in accordance with these rules; (3) information symmetry, market equilibrium. Take these three conditions of effective market as the starting points, this paper, promotes the ideas and countermeasures of China's professional manager market, and emphasize that the government makes an important function in constructing professional manager market.
