The thermopower plant is a major source of secondary energy but also making a large of pollution emission to environment. The ecological environment is damaged seriously by the result of the pollution while the economy is developing quickly, so human exist and social sustainable development is threaten seriously. The government has made a series of polices with more and more attention being payed to the environmental problems, this reseach field has attracted people's attention and many scholars partipacite in the research of it.In order to quantify environmental pollution level and the charge brought by the environmental pollution of the thermopower plant , the environment cost and environmental impact assessment is researched.Quantitative calculation models of the environment cost are established based on the theory of polluter pays' principle, damage compensation, internalization of environment cost and the approach of economics, environmental economics, technical economics, thermoeconomics etc, the influential factors of the environment cost are analysed, such as sulphur content of coal, desulfurization efficiency, coal consumption rate, pollution charge etc.The relationship between exergy and environment is explained, and the concept of environment pollution is redefined in this paper. Therefore, the indice of exergy pollution and green exergy efficiency are put forward to value the environment benefit of the thermopower plant, this is a new approach.An approach that calculating the pollution charge by the measurement unit of exergy for the disadvantage of the existing pollution charge is put forward.At last, influential factors of the environment cost are analysed, and the environmental cost is calculated exactly by the models introduced in the third chapter. The indice of exergy pollution and green exergy efficiency are calculated with the variation of desulfurization efficiency and denitration efficiency. The pollution charge is calculated by the measurement unit of exergy. The research could be referred to the cost management, the evaluation of economical and environmental benefit.
