Undoubtedly increased competition in the telecommunications market environment, the people's concept of the consumer telecom products are also experiencing fundamental changes. Today's telecommunications market is moving away from product-oriented to customer-oriented, competitive telecommunications market as the main telecommunications company, in order to improve competitiveness, we must pay more attention to telecommunications, consumer behavior and customer relationship analysis and research. How to effectively use tools and instruments, and the full study found that telecommunications customer value and consumer behavior, the better to promote the development of telecommunications enterprises, telecom enterprises won the best interests has become an major telecommunications companies face the important issue.This paper mainly in the determination of the value of the telecommunications customer premise of the evaluation model, the use of rough set theory attributes the importance of determining the weights telecommunications customer value in the evaluation of the weights of the various indicators, which calculated the value of Telecom customers, and on this basis the Telecom customers breakdown, China's telecom enterprises to improve customer relationship management, and enhance the telecommunications industry's competitiveness.
