It will be the important significance to strengthen and consummate the financial service for the farmers, agricultural development and new country construction.In the paper, I analyze the farmers'potential financial demand, the practical financial demand and the subjective financial demand on the view of the Fujian provincial farmers'recent income and expenses and conclude that the farmers'financial demand has six peculiarities, such as, the farmers'financial demand is commom, it is more clear that the farmers are far away from farming, there is distinct condition in different region, the small credit can't keep pace with agricultural development,the farmers extend illegal financial credits , the farmers'financial needs may improve.And I conclude the farmers'financial demand haven't entirely become the demand to the legal financial organizations'credit fund but have been satisfied by the legal and illegal financial organizations under the present country economy and financial system.Then I also analyze the demand out of line between the farmers and the legal financial organizations, conclude the problems of financial system from the following eight aspects: the lack of financial organization in countryside, the less financial support, the singleness of financial business, the distributary of the county fund, the less agricultural insurance, the undound country assure system, the single support from the Country Credit Bank and the activity among the farmers, folk financing and lodge the countermeasure to consummate country financial service from supply. I suggest consummate country financial organizations ,such as, to confirm the function of the country financial organizations including the policy banks, the agriculture cooperation, the commerce finance, the country financial medi-organization, the folk finance and so on; The government must support financial institutions to provide a loan to farmers, reform financial policies for agriculture, build agricultural policies of insuring regulations,strengthen management of illegal financial organizations, reform surroundings of social reputation, consummate the financial law, rule and policy etc.to improve the financial entiroment; The banks and the other financial organizations also must actively explore the new credit modes and services, to serve the farmers and new country construction better, such as make innovations in financial assurance, develop commercial small credits for the farmers, extend new maners of the farmers'credits, improve the farmers'living conditions applying diversified service.
