With the stable development of economy in the world, the demand for energy is increasing day by day simultaneously gradually. However, because the global energy reservation is limited and the rights of mining and consuming is exclusive in terms of energy exploration, energy shortage will turn to be the bottleneck of sustained development of economy in most countries in the very near future. It is no doubt that energy takes an important part in the global economic development, especially the one-off energy ---oil, which is indispensably physical basis in the social development and plays a leading role in the international structure of energy. However, in the aspect of oil supplement, the impact of OPEC is decreasing; the non-OPEC countries but producing oil represented by Russia has increasingly greater power.Russia has abundant energy reserves and strong industrial foundation of energy, which makes it have the tendency to be an"energetic superpower"and have the ability of changing international structure of energy. Being future energetic superpower, Russia made the medium-term and long term energetic strategy on this ground, so < Russian Energetic Strategy Before 2020> was issued in 2003. According to< Russian Energetic Strategy Before 2020>, on the one hand, Russian government increased oil production and strengthen the ability of exportation, so impressed itself in the global oil market; on the other hand, Russian government tried to treat the oil as a powerful foreign policy to revive and maintain Russia as a superpower.The article analyzes the importance of oil in the Russian energetic strategy chiefly, and it analyzes primary coverage, challenges and development trend of Russian oil strategy as its key point. At the same time, according to the situation of oil in China, it puts forward some corresponding measures.The so-called energetic strategy is an overall policy, a basic principle and a fundamental measure which can influence the development of energetic economy and is established to make the macro economy and society develop well. The fundamental task of the energetic strategy of Russia is to make use of energy and the potential of energetic industry efficiently, stimulate economic growth, and upgrade the living standards of the residents.The global price of oil has been increased for many years, which boosted Russian macro economy. Russian oil industry made a great contribution to it. The revenue of oil exportation is the principal source of economic development and brings Russian economy to develop comprehensively.Thus, oil in Russian plays an important part in the energetic strategy. At the same time, Russian oil also is a force, though Russia will not replace Saudi Arabia in the future 10 years, Russia has a large potential to enhance oil exportation, and takes part in pricing the global oil actively, so Russia has been the member of"Group of Eight". Russia is nearer as a main oil consumption country than Arabism to be a developed country in politics. Therefore, Russia not only can become the connection between oil producers and consumers, but also can become the partner of constructing oil price corridor jointly; it will take an important part in stabilizing the global oil price. Through the reasonable exploitation of oil, developing oil transportation facilities at full steam, cooperating with the other oil producers actively, and so on, Russia has been able to assure the stable and persistent oil supplement; meanwhile, Russian economy has been developing comprehensively.The implement of Russian energetic strategy assured Russian improvement in energy utilization efficiently and Russian social and economic development; stabilized and supplied demand for energy to satisfy economic development and residents` living; and boosted the competitiveness of their products and services in the international market.The challenge to Russian energetic strategy is in that Russian economic development depends too much upon energy industry. Because energy source subjects to the international market, too much dependence on energy industry is more likely to bring some uncertainty factors. In the short time, Russia will not change this structure, but just develop energetic economy preferentially, and then help other industries grow, such as increase technology content in the industry production, then raise the competitiveness of every industry in the international market. At that time, Russia will reduce the dependence on the energy but reach stability of equilibrium.Since 1993, China has become an oil-importation country rather than an oil-exportation country and the demand for oil has been increasing. In 2003, China became the second oil consumption country, next to the USA, and the third oil importation country, next to the USA and Japan; In 2004, our country's oil import volume is more than Japan, becoming the second importation country. It is a truth that the shortage of oil also tends to be the bottleneck of economic development in our country. By means of researching Russian oil strategy, the policy we need is pluralism in the oil supply channel, developing our oil companies, in order to assure stable oil supplement and realize the sustainable economic development in China.
