There are essential relations between development of electric enterprises and senior managers' quality. As modern electric enterprises, to examine the validity of its human resources management, it is necessary to make sure whether its human resources management helps its staff and organization improve the whole performance soon.Senior managers'competency model put forward a all-purpose tool to Combine the fun challenge a of company human resources It can help all staff, enterprise, whole society obtain high working efficiency among the challenging era in future.The paper takes the Jilin provincial power company as instance, through incident interview law, develops creationary a all-purpose competency model for senior managers of enterprise .It classify and defines factors of the competency model newly, and confirms levels and weights of these factors. Based on the analyses of electric enterprise's competency models of senior managers, the paper explains the application of the model, including position analyses, employee recruit, staffs training, performance management, career programming and salary management.The concrete structure of this paper is:Introduction of the paper expounded in the background of power company reform continuously to carried out the competency model building for senior managers is a kind of theoretical significance and practical significance.Chapter 1, the literature review. Through the understanding of related concepts, we made a summarized from the research literature of competency model, and explained the relationship between high performance and competency model in enterprises. And we also mentioned the application status of competency model both domestic and abroad. At the last is the significance of this paper.Chapter II, the concept and characteristics of senior managers in Jilin Electric Power Company. To the definition of senior managers according to the literatures and we sorted out 14 abilities that the Jilin Province Electric Power Company senior managers should have. It's through a large number of domestic and foreign literature and statistical analysis. After a site visit to the province in the power company we made a representation of power company's senior managers and the the request for senior managers in the future.Chapter III, the competency model construction of Jilin Electric Power company's senior managers. This section describes the model of the meaning of quality , condition and construction of the processes and methods (BEI, conduct interviews incident). In this paper, in the third quarter of the proposed design method, and then collect data through questionnaires for statistical analysis, the final results of that study, and to be discussed. Chapter IV, the application of the competency model. This chapter primarily explained the significance of competency in human resource.Including the specific human resources planning, job analysis, selection and management of personnel, training of personnel management development, performance evaluation, salary management, career planning applications. It provide theoretical guidance for Jilin Electric Power Company to build the competency model.The final part of this paper is conclusion of the study and recommendations, to made a whole of the findings in this paper and conducted a comprehensive discussion. And put forward some proposals for senior managers in Jilin Province Electric Power to construction and application the competency model.In this paper, we made a qualitative and quantitative analysis on competency model, and did a actual detailed study of situation in Jilin Province Electric Power Company. Finally it was the empirical research on the construction competency model of senior managers in Jilin Province Electric Power Company.There are two innovations of this paper. First, to the definition of senior managers according to the literatures and we sorted out 14 abilities that the Jilin Province Electric Power Company senior managers should have. It's through a large number of domestic and foreign literature and statistical analysis. Second, we made 20 important management activities of senior managers in the power companies from selection of the 14 abilities that the Jilin Province Electric Power Company senior managers should have, and reference Rothwell and Kazanas (1993) the design of the questionnaire. At last we made a correlation analysis on the important management activities and the management abilities of senior managers in the power company.
