| Following the development of economic globalization, the waves of regional economic cooperation are also sweeping all over the world and presenting the trend of accelerated development. It is a global economic phenomenon which impacts significantly on the general pattern of the world economy and the order of international trade. In order to adapt to the new situation of international economy , China should participate in regional economic cooperation with more positive attitude , focus on the strategy of multi-market , give overall policies and measures for trade, investment and finance, realize the general coordination of layout in regional economic cooperation.There exist new characters and developmental trend in current regional economic cooperation. Firstly, the regional economic cooperation is developing faster and faster with the fast development of world economy, the deepen development of international economy integration and the establishment of WTO. The number of various regional trade arrangements amounts to 340. Secondly, the regional economic cooperation between the North and the South, just like EU east enlargement, has become a mainstream, free trade agreements are extensively signed globally. Thirdly, multilateral regional economic cooperation is the biggest among the all types of regional economic cooperation, the EU enlargement for six times and the expansion of ASEAN from 5 to 10 countries express the energy of regional organizations, and play more and more significant role in regional and international affairs. At last, Asia is a hot area in contemporary regional economic cooperation. At present, Asia especially East Asia plays the increasing role in the world economy.More countries have realized gradually the significance of cooperation with Asia, while Asian countries have realized gradually the significance of regional economic cooperation, which resulted in Asia becoming the new hotspot quickly.Participating in or setting up regional economic cooperation organization means much to our stepping further into the world economy integration, which can strengthen the economic trade relationship with the rest countries in the world and realize multi-market; promote our foreign trade; create harmonious economic market environment for both sides; contribute to further implement strategies of"bringing in"and"going out"; contribute to improve the current state that is short of energy source and part of raw materials in our economic construction; promote to remain a sustaining economic growth; strengthen the harmonious relationship with the countries involved in the region, eliminate the trade barriers for each other, relieve some trade disputes .From 80s to 90s in the 20th century, our country started the process of regional economic cooperation, we joined in APEC 1991; in the late of 90s,"10+3"mechanism was formed, the suggestion of establishing"China- ASEAN free trade zone"was put forward in the"10+1"leaders meeting in Singapore in 2000; Afterwards, to build"China- ASEAN free trade zone"within 10 years was announced in 2001. In 2001,our country joined in"Bangkok Agreement"and"Shanghai Cooperation Organization", and then in 2002, started to carry out the tariff rate regulated in"Bangkok Agreement"; in 2003, we signed"Closer Economic Partnership Arrangement between the Mainland and Hong Kong","Closer Economic Partnership Arrangement between the Mainland and Macao"; in 2005 , the Pakistan president visited China and signed"China-Pakistan preferential trade arrangements". In addition, China-New Zealand FTA, China-Australia FTA, China-Chili FTA and the negotiations on regional economic cooperation with the countries in East Asia, South Asia are all on the way.Our country started the regional economic cooperation relatively late with low level and loose organization; legislations and policies are not perfect ; the ability to trade freely is not strong enough , the scope of anticipating in cooperation is not enough extensive. We still face many difficulties such as non-market economy status, resources, the spread of"China Threat"etc. when conduct regional economic cooperation. Furthermore, there is a very sensitive problem about supremacy. Any country wants to own leadership and supremacy and act as leader rather than subordinate status as being led. Only the strong countries in politics, economy and military could play the leading role from the overview of practices of regional economic cooperation. Our country still need endeavor for a long time to solve so many problems during the process of regional economic cooperation on the basis of analyzing such factors as politics, economy, military and security etc. .The coming 20 years is a very key period for our country to accelerate the process of new industrialization and actualize the goal of building a well-off society in an all-round way. Therefore, our country should learn from the succeeded experiences of other regional cooperation and constitute the strategic plans for ourselves according to our political and economic realities, persist in scientific and reasonable principles. As the biggest developing country in Asia, it is necessary to establish in Asia, buck for regional and sub-regional cooperation, promote to form the organizations of the economic cooperation among China, Japan and Korea, promote the development further of regional economic cooperation in Central Asia, South Asia and Western Asia through using existed regional organizations or regional agreement. To strengthen international dialogue and establish the mechanism of dialogue is the important strategy. In addition, our country should safeguard our interests by means of impacting or participating in the establishing of international economic plans.This article considered the regional economic cooperation trend as the main line, the status quo of it as the basis, analyzed systematically and generally the existing problems in the process of regional economic cooperation and put forward some effective and targeted countermeasures. |
