For implementing the spirit of the party's 17, deepening state-owned enterprise reforms, promoting comprehensive revitalization of Jilin which is one of the old industrial bases, Implementing the Strategy that rejuvenating the Province through science, building an innovative Jilin, Enhancing enterprises'capability of independent innovation is of great significance.So far, most of the domestic study focused on external constraints of enterprises'independent innovation, i.e. the institutional environment, the ability to commercialize the scientific and technological achievements Etc. But in the same environment, there are some enterprises success relying on independent innovation. And there here is few study focus on this. Now, there are cases of enterprises'independent innovation in the media and a lot of meetings publicity, success factors of independent innovative, inherent mechanism of success, as well as Successful independent innovation mode is not yet clear. It is therefore necessary to examine how the enterprises successfully pursued the technological innovation and got leadership position in the industry as well as the differences in growth paths and mode of development of them.In order to understand Status and Problems of the industrial enterprises'independent innovation in Jilin Province, Departments Conducted a questionnaire survey the theme of which is " Enterprise independent innovation and enterprise development"on the province's 3,250 industrial enterprises. Survey results showed that enterprises'ability of independent innovation in Jilin province on the whole is not yet strong; in sum, regardless from the point of view of enterprises themselves or governments, improving the capability of independent innovation is of great urgency. Through case studies of four typical innovative enterprises, this paper presents the following experience for enterprises:1.The implementation of high-standard technology introduction and independent digestion and absorption of it is an important mode of enterprise innovation. For a long time, China's enterprises have been following the inertial thinking of"introduction—imitation—homogeneous competition", and aren't able to bring about a genuine independent innovation, and will eventually end in the global value chain to earn some minimal processing fees, and the situation may be even more difficult, because they often have to pay higher royalties if a technically fundamental innovation with independent intellectual property rights can't be achieved. If this vicious circle can not be broken, Chinese enterprises'competitiveness in the international market will never be able to fundamentally improve. The key to solving the problem lies in that the standards and the starting point of the introduction of technology and technological innovation must be high, at the same time, we should try not only to introduce the high-end technology as far as possible, but more importantly to upgrade the ability of independent innovation of enterprises on the basis of absorbing advanced technologies.2. To adhere to a market-oriented brand-building is a prerequisite for transformation of scientific and technological achievements and successful innovation. Experiences at home and abroad prove that, a corporate without its brand is a corporate without its vitality. Enterprises must combine the technological innovation with the innovation of independent brands effectively, and new technologies should move towards marketization through a progress of branding. The more well-known and reputable the brand is, the more competitiveness and vitality the products with new technology solidifying in will get. Enterprises should have brand awareness, and combine brand value with the value of technology in order to bring greater profits. Brand and technology innovation can be interactive, technology can be used as the support of brand, and technical innovation improves the content of the enterprise and the appeal of the brand, and brand innovation can add fuel to the flames for the industrialization of technological innovation.3. That system innovation and management innovation come first is essential power and protection to the success of an enterprise's independent innovation. Enterprise innovation is the basic objective of the development, and its content is very rich. In terms of the technological innovation of the enterprise, it needs to be supported by innovations in other fields. Scientific and rational arrangement of enterprise system can promote its technological innovation effectively. The modern enterprise system is the organizational form of the modern productive forces, it can achieve the combination of production and scientific research, the combination of production and circulation, and the combination of product management and capital operation, and also it can achieve the integration of an enterprise's internal management and external capital market.4. Integration of production and research is an effective way for enterprises to achieve success in independent innovation. The integration of production and research is helpful to prompt all resources of enterprises and schools to achieve complementary advantages, and will promote the common development of both sides, and it's good for giving play to their respective advantages. Enterprises master the market demand and understand the law of the market operation, universities has the talent and technologies, if both sides closely cooperate with each other, they can carry out projects aimed at specific problems with a high rate of success, and so they will be able to connect closely outputs of the achievement and its application, and shorten the cycle of the transformation of the scientific and technological achievements. Integration of production and research is also conducive to resolving the problem of shortage of funds. Since enterprises have a lot of fund advantage, colleges and universities have strong talent and technological advantage, the two sides will be able to jointly transform fund advantage, talent advantage and technical advantage into industrialization and commercialization advantages of the scientific and technological achievements.5. To expand financing channels is a necessary condition for the promotion of the technological innovation. For enterprises, funds are like the blood of life. Throughout the course of the development of those enterprises, financing has played a pivotal role in the enterprise innovation. System deficiencies in China's capital market such as the issuance and inquiry system, the standard of issuance have affected the improvement of enterprises'independent innovation capacity; it already becomes the greatest bottleneck of the combination of China's capital and the science and technology. Therefore, if any enterprise wants to achieve great success in technological innovation, it has to resolve the problem of source of funds primarily. 6. To appropriately handle the issue of intellectual property rights is an important element of technological innovation. The contradiction between intellectual property and technology introduction and its renovation is a core and universal issue. The United States, Japan and other developed countries have ripe legislative and safeguard mechanisms in this area. In this regard China has been relatively backward, and has lost a lot of trade interests. In the process of implementing China's independent innovation strategy, enterprises undoubtedly have to deal with this problem properly.In order to improve the capability of independent innovation of enterprises in our province, the paper also makes the following recommendations for the government: continue to increase investment in science and technology, strengthen tax incentives, increase the intensity of incentives; promote and support the introduction, digestion, absorption and renovation further; promote the transformation of scientific and technological achievements; create and protect intellectual property rights; strengthen the construction of science and technology investment and financing system; accelerate the training of creative talents; support innovative enterprises continue to take the road of combining production and research. |
