With the powerful support of the CPC Central Committee and governments at all sides, the rural and pastoral areas of Tibet has made unprecedented economic and social development, human resources development has also made many achievements for the Tibetan minority's economic and social development, besides that it also trained a large number of outstanding talents and builders. However, by the special geographic environment, history, and many other factors, the rural and pastoral areas'farmers and herdsmen's quality in Tibet still in a lower level, this kind of situation shows in different sides, such as science, technology, culture, physical and mental. Moreover, the capacity of agriculture and pastoral area's labor was comparatively less than other areas. Somehow the local government of Tibet only focuses on the physical capital investment and urban area's human resource development but it didn't attention to the human capital's investment and the human resource development during the rural and pastoral areas. So this situation was quite different with those recommendations of Tibet's rural and pastoral areas development, and the program to build a well-off society.By reading the existing literature, the writer found this kind of study largely focused on the transfer of education and labor, the attention to the agricultural and pastoral areas of Tibet is still weak, so there is still a larger study areas resist. Government departments at all levels focused on the current economic development in the rural and pastoral areas and strengthened the building of rural infrastructure and the basic health services level. These have become the external support for the farmers and herdsmen to solve the problem. Besides that whether the farmers and herdsmen could handle the abilities to move into the city, and increase their own technology are the inter environment for Tibet's human resource development. Only the corresponding internal conditions can be effective use of the favorable external environment, so as to promote the steady growth of farmer's incomes, agricultural and pastoral areas achieve a harmonious economic and social development.Therefore, the author attempts to integrate the rural and pastoral areas of Tibet facts, by the human capital theory of Marxism and the comprehensive development of theories as a guide to investment in human capital with the focus on a more comprehensive analysis of the agricultural and pastoral areas of Tibet and its human resource development on the basis of constraints , in combination with Tibet's rural and pastoral areas of the particularity of human resources in an attempt to education, training, mobility, health care and social security system, and several other dimensions to achieve development in agricultural and pastoral areas as a means to promote the healthy and stable economic and social development. In specific research study, the authors make full use of existing literature and of visit agricultural and pastoral areas in the short-term-finding mission to understand the relevant situation, On that situation the writer analysis the value of the agricultural and pastoral areas of Tibet human resource development, including its value and give full play to contribute to the regional economy advantages, and promote reasonable and orderly transfer methods of labor force and improve Tibet local government to achieve long-term social stability, and promote the building of a new socialist rural and pastoral areas. At the same time, thorough the analysis of Tibet's rural and pastoral areas of human resources status, the writer finds many existing problems. Mainly are the rapidly growth of population and the low quality of the development of education in backward rural and pastoral areas, structural imbalances in the distribution of human resources and lack of the necessary human resources development planning and organization system. Address the existing problems and the farmers and herdsmen in rural and pastoral areas of Tibet, as the main body of human resources in the region, as well as the special nature of the main decision affecting the development of human resources factor is universal and unique, and the author through a combination of the actual situation in rural and pastoral areas of Tibet, mainly from the geographical environment, traditional culture, urbanization, economic development and policies and systems at the level of further analysis of the causes of the problem. The development of human resources both universality and particularity, only with the local conditions, targeted Countermeasures analysis, theory and practice can be effectively combined conducive to the development of local human resources, which, the author of Tibetan farmers the reality of the actual pastoral areas, the development of education, mobile development, and strengthen basic health services and the establishment of a social security system level, to the rural and pastoral areas of human resources development policy proposals, so as to promote the farmers and herdsmen to raise their overall quality, and promote economic development in agricultural and pastoral areas of social progress.However, due to a lower level of the author, and the agricultural and pastoral areas of human resources development work practice fewer opportunities, agricultural and pastoral areas of human resources development research and analysis is superficial, and the point raised by countermeasures enough depth. But through this article, the main purpose is to make the local government and the farmers and herdsmen change their minds on the human resource development. That's all.
