With the advent of economic times, the rapid expansion of the scope of competition, in increasingly competitive, human resources become the first resource, national, social and business-critical capital. Human resources management as an important part of the remuneration of management is to be particularly important. Reasonable and effective compensations system attract and retain a high-quality, highly competitive personnel and increase the competitiveness of the enterprises, which in the modern enterprise management the design of compensations will become an important component part. Establishing a set of scientific, in line with China's national conditions and encouraging enterprises to adapt to the knowledge-based economy in the era of globalization and economic development needs of the compensations system, to the current business, is a brand new, very important issue.This paper based on IBS companies for the study. Drawing on the advanced theory and incentive compensations theory, and the collection of information through questionnaires and other means, analysis and find out the current compensations system of the company's problems, pointing out that the necessity and urgency of the existing salary system reform under the market environment and management strategic conditions .In the design of the compensations system, based on the company's actual conditions, from a strategic point of view on the compensations system is designed to guide and the general procedures for the company to design a set of specific conditions and characteristics of the compensations system programmes ,as expectations to attract and retain qualified personnel and encourage them to have the knowledge, skills and creativity of the real transformation for the company's core competitiveness, the ultimate realization of companies and employees to maximize profits and balance.
