| It must be regulated in the transmission and distribution fields because of their typical characters of natural monopoly after the restructure in electricity industry. Based on the economic principle of the electrical regulation, this paper emphasis that we need to regulate the electrical industry even if it is a monopoly industry, especially regulate the price. Then we proposed a regulation model, which considers both investment and produce efficiency, on the basis of summarizing two kinds of foreign basic classical control modes and combining the actual conditions of regional electricity transmission market of China. Through assessing the transmission costs, and based on the frontier production function theory and the DEA approach, an evaluation and analysis method of efficiency of electricity transmission utility (ETU) is suggested in order to offer basis for efficiency regulation to ETUs. In addition, two proposed methods, the method of ETU efficiency factor calculation and the method of defining the benchmarking observed group, are derived by which the key problem of RPI-X regulation and yardstick competition regulation can be respectively solved. |
