Study On Financial Expenditure Structure Of Xi'an

To adjust and optimize the structure of financial expenditure is not only a hot topic of the theory and the practice of financial sector, but also a major task in the future financial reform and development in a period. As it relates to the realization of the objectives and principle of financial expenditure, it also has a bearing on whether the efficiency of financial expenditure, the promotion of stable economic growth, as well as international balance of payment problems.As the western region's core city, the political and economic status is particularly important in Xi'an. In recent years, there are some problems in the financial operation in Xi'an. Which state of the structure of financial expenditure in Xi'an is reasonable, and how is the relationship between economic growth and the structure of financial expenditure in Xi'an?Based on the above issues, this paper made a relatively reasonable detailed study of the structure of financial expenditure in Xi'an with the research of combination of static analysis, dynamic analysis and comparison of research methods.Firstly, we analyze the content, classification, influencing factors and optimization of the structure of financial expenditure, also point out the significance of this study. Secondly, this paper analyzes financial expenditure from three areas in Xi'an-the total financial expenditure, the horizontal and vertical analysis, the treasury payment system. We find there are certain issues in the structure and the system of regulating of financial expenditure, these issues aren't conducive to build financial harmony. Thirdly, I establish a model between economic development and the structure of financial expenditure to obtain the relevance between the financial expenditure and economic development. Finally, on the basis of the results of qualitative and quantitative analysis, I propose the general principles, system construction and concrete measures to optimize the structure of financial expenditure in Xi'an.This innovation of paper includes: Using econometric model to analyze the relationship between economic development and the structure of financial expenditure in Xi'an from optimizing the structure of financial expenditure; Doing comparative analysis with more developed cities at home and abroad of the structure of financial expenditure; Proposing the general principles, system construction and concrete measures from the perspective of the change of government functions. Conclusions in this paper are very important to Xi'an which is in the state of urbanization, industrialization and rapid development, population ageing serious. The government could use limited funds on the major economic and social development by reducing the financial expenditure which is negative correlation with economic development. So enhance harmony in the structure of financial expenditure, to construct a harmonious Xi'an.
