The Research On Theories And Methods Of Adjusting Urban And Rural Power Prices Into Accord

The reform in China's rural power management system, the structural reform in rural power grids and adjusting urban and rural power prices into accord ("The reform of rural power prices", for short.) is an important policy of Chinese government to reduce rural power prices, lighten the burden on peasants and promoting rural economic development. The core issue of"The reform of rural power prices"is adjusting urban and rural power prices into accord. Based on the summaries and analyses of the current situation and characteristics of"The reform of rural power prices", this paper studied the theories and methods of adjusting urban and rural power prices into accord in depth.Firstly, the article reviewed the theories of power price and the researches on the reform in rural power management system and rural power prices, analyzed the reason why the urban and rural power prices are different, demonstrated that the price adjustment is inefficient because of the cost difference in urban and rural power provision and explained why the price adjustment is still necessary though it is inefficient.Secondly, the thesis compared and concluded foreign experiences about the reform in rural power management system and rural power prices, summarized the legal and regular basis of adjusting urban and rural power prices into accord and analyzed and concluded the experiences on the project of adjusting urban and rural power prices into accord in some provinces in China.Thirdly, the paper researched and designed various methods and approaches of adjusting urban and rural power prices into accord, contrived a new method to accomplish the project of adjusting urban and rural power prices into accord -- the Ration.The Ration is grounded on the fact that the higher rural power prices is resulted in the maintenance costs of rural grids. It is not founded on the urban and rural power consumption and prices of the last year, which is the base of the previous methods, but on the apportionment of maintenance costs of rural grids. Comparing with the previous methods, its results are more according with the actual situation.Finally, the thesis studied the project of adjusting urban and rural power prices into accord in Hunan Province. It started with the status quo of the urban and rural power consumption in Hunan, determined the range, principles and objectives of the project and computed the final prices; moreover, it took the interests of rural power grids into account and designed a compensation scheme.This paper comes from a practical project and establishes an effective scheme of adjusting urban and rural power prices into accord; furthermore, it has some innovation both in methods and theories. So, it can be a good reference for the project of adjusting urban and rural power prices into accord in next phase.
