Direct sale is a marketing pattern characterized by face-to -face sale service. Since it was introduced to mainland China in the 1990s, many economic and social problems has been brought about to society. So our government shut out direct sale pattern in 1998. In 2005, a series of policies related to direct sale were proclaimed and the corresponding market began to be opened in a planned way. However, direct sale pattern can bring the market vigorous profits as well as serious negative influence, because of its basic nature and the immature market. As a result, it is urgent for the government to play a supervisory role.Chapter one introduces the general situation of direct sale and the supervision on it. The definition of direct sale is clarified by comparing related groups of definitions. In addition, in this chapter, the notion of supervision on direct sale is analyzed. In China, the mode has undergone a tortuous road, so it is necessary to reexamined the problem theoretically. Supervision on direct sale is based on the following three points: the hypothesis of a rational knowledge of the economic man, the reality of the out-of-control direct sale market, and the exercise of the economic authority by the government.Based on the information grasped by Zhenjiang industrial and commercial departments, Chapter two tells the problems existing in the supervision work. Firstly, there is inefficiency in the study of legislative goal and theoretical research; secondly, multilevel direct sale is banned in our country; thirdly, managerial system is not sound; fourthly, government intervention is too much; fifthly, the supervision is inefficient; sixthly, there are no corresponding associations; seventhly, the public awareness is low.Based on the analysis of various supervision situations in several typical countries, chapter three induces the similarities and differences of supervision, so instructive inspiration can be stimulated for the direct sale industry under the rules of the market economy. As a result, a normative, systematic and rational system of supervision can be set up to protect the advantages of investors. Chapter four introduces the legislative history of direct sale and its current situation. By using the successful experience of some countries for reference, the suggestions of reinforcing direct sale supervision are put forward from four aspects. Firstly, the correct guiding principles should be established and to solve the current problems of direct sale in China should be the primary goal. Secondly, the efficiency of supervision should be improved by setting up professional supervision departments and appropriate supervisory mode. The market admittance mechanism should be normalized and the personnel quality should be improved. Moreover, the supervisory network should be established to enlarge the scopes of protecting consumers'rights and interest. Thirdly, the direct sale guild and self-discipline system should be set up to help the public, the media and the government better understand this industry. Fourthly, in order to guarantee the sustainable development of this industry, it is a wise way to establish social education system. Our final goal is to perfect the long-term supervisory system and achieve the virtuous interaction between the government and the market.Various research methods are applied in the whole thesis, such as reviewing literature, conducting investigation, and studying evidence. What is original is that the author makes a profound analysis of the problems in the supervisory system and expects a healthy and systematic development of the direct sale industry in China.
