The Study Of Land Consolidation Pattern For Boosting Urban And Rural Coordinating Development Land Resource Management

Urban and rural development is one of the important tasks for building a comprehensive well-off society. It is urgent to discover and investigate thinking for the development, especially in the reform testing areas of urban and rural coordinating with synthesis and whole set, Chongqing city. Land consolidation is an effective stratagem for implementing land source rationally, high efficiently and intensively, and also for boosting new rural construction and impetus urban and rural coordinating development. The investigating model of the land consolidation boosting urban and rural coordinating development becomes core of rural development in the urban and rural coordinating development.This dissertation analyses trend of the urban and rural coordinating development of Chongqing City by literature collection, practice research, system and comparison analysis methods. It constructs a new module for the land consolidation in order to boost urban and rural coordinating development base on existing achievements of land consolidation. It analyses the new module research concept, operation method and key points in detail, and proposed promotion suggestions and improvement measures based on this module at the end.This dissertation is composed by 8 chapters. Chapter 1 is introduction. It descripts background, objects, contents and concepts of this research. Chapter 2 is theoretical foundation. It descripts the basic concept of land consolidation and urban and rural coordinating development, and specifies theoretical basis, including elaborating land supply theory, the theory of land ownership, location theory, the theory of landscape ecology, recycling economic theory, systematic theory, coordinating urban and rural development theory, and the theory of sustainable development. Chapter 3 expounds relationship and points out the convergence points of land consolidation and coordinating urban and rural development, including 4 topics which are urban and rural economic development, infrastructure construction, land resources utilization and protection of the urban and rural ecological environment. Chapter 4 analyses current land consolidation of Chongqing City, and conclude some issues, such as the lack of comprehensive consideration of convergence between traditional land consolidation plan and other relevant plans of the project area; the lack of effective cooperation between related land consolidation departments; unobvious results of public participation and the land consolidation implementation; Less attention of ecological and environmental protection in land consolidation field, etc. Chapter 5 introduces overseas land consolidation experiences, and aggregates good practices and characters of the land consolidation implementation in German, Holland, and other countries. Chapter 6 proposed an overview of structure and implementation processes for the new land consolidation module, comparing traditional module and summering new module based on improving of organization methods, preliminary investigation, the connotation and expansion of the land consolidation project, public participation and implementation, etc. in order to this research for the new module of Land Consolidation promote urban and rural development. This investigation results stress that the land consolidation project should apply orchestration and coordinate development concepts in the whole processes, rather than only apply the traditional module, while the work of land consolidation is carrying out in Chongqing City. It needs attention to well coordination between land consolidation planning, agriculture products planning, new rural construction, plan of land utilization, urban and rural coordinate development, Agro-ecological landscape planning, in order to coordinate unity and achieve sustainable development objectives. Chapter 7 implies a China-German joint project, the land consolidation of zitong, Changshou in Chongqing city and new rural development demonstration project, as an example to analyze the process program's module. And also illustrated operation process and implement details through different point views such as publish implementation, agriculture products planning, and Ecological Landscape Planning, etc. Chapter 8 proposed relevant strategies and suggestions for promoting this new module through further improvement of management of land consolidation project, integration of project investment, land consolidation informationization and digitalization, and defending rural area ecological balance, etc.
