The Research Of Supervision Issues Over Social Insurance Funds And Its Strategy

It is the focus of attention of the entire community that how to strengthen the supervision and management of the social insurance fund, prevent the regeneration of various risks and the spread of corruption, guarantee the safety of the social insurance fund on the mechanism. Strengthening the supervision of social insurance funds in China is of great significance, not only relates to the vital interests of the public, but also to the stability and development of the whole society.This thesis starts the analysis of the general definition, characteristics, and its function of the social insurance funds, the thesis has put forward the theoretical foundation of the social insurance funds, and has analyzed the major characteristics of the supervision to the social insurance funds. And also from the analysis of the social security situation of the social insurance funds nowadays and the reason it led to, the thesis has got the conclusion that multi governors of supervision, lack of adaptability with the system of social insurance funds, is the factor which would impact the security of the social insurance funds. According to the supervision situation of the social insurance funds in China, and also referring the supervision modes of the social insurance funds abroad, the author has presented some constructive suggestions to improve the current supervision mode to the social insurance funds. The thesis has recommended some tryout solution to the problems mentioned above, which is focusing the audit supervision as a key point during the management of the social insurance funds, and selecting proper supervisory mode, strengthening the organization structure of the supervision, and also choosing some proper modes to supervise the investment of the social insurance funds. Taking the current supervision situation to the social insurance funds in Hunan province as a sample, the thesis has analyzed the problems which have already existed and also has given some practicable suggestions to solve this kind of issues.
