The Investigation Of The Effects On Natural Forest Protection Project And It's Implementation Countermeasures In Shangnan County

Taking Shangnan county of Shaanxi Province as an example in the paper, the information and data were gathered through long-term investigating and monitoring the natural forest protection project, visiting forestry workers, agriculture-related units and social organization. The effectiveness of a change was compared before the natural forest protection project (1999) with implementation seven years later (2006). The effectiveness of implementation and existing problems were analyzed systematically. And countermeasure were provided to resolve the problems. The conclusions are as follows:1,A good ecological , economic and social benefits appeared after the implementation of the project. The forest reserve resources increased while forest cover was increased by 7.2%. Meanwhile, soil erosion area reduced by 392.1 square kilometer. Furthermore, water conservation capacity and biodiversity also increased. Air quality improved significantly. Natural disasters had a decreased trend. The total forestry output value increased more than three times. The per capita net income of farmers in the forest areas was increased by 50%. 35,000 jobs had been provided in seven years implementation project.2,A series of the problems existed in the project construction , such as unclear development concept, relevant polices without perfection, lack of scientific management in the forest vegetation reconstruction ,the upbringing of the young trees lags behind, the slow development of alternative industries, limited ecological migrants, insufficient capital input etc. to address the above issues , the countermeasures are as follows. First of all, it is necessary to establish a modern forestry new idea, create ecological cultural classes, and build up ecological moral awareness. Secondly, the scientific reconstructed patterns should be set up according to surface vegetation ;the self–healing capacity of the forest ecological system should be fully displayed in the vegetation areas ; closing hillsides should be increased and afforestation efforts should be made hard ;if there is no vegetation in slopes , hills, plains, villages and the"four-side"places, the artificial afforestation should be mainly planted to promote the building of new rural areas. Thirdly, new technologies and forestry penetration should be enhanced to increase yield and quality, in which existing oak tree acorns processed alcohol can generate annual income of 56.05 million yuan per year. Fourthly ,logging and commercial forest management is allowed, upbringing 40,087.3h㎡ forests can benefit 15.35 yuan; other forest–based rural energy construction like locusts, tung trees , Chinese goldthread rhizome woods should be speeded up to reduce energy and wood consumption. Finally, a mandatory batch overall ecological immigration policy should be carried out in the important ecological areas.
