During recent years, the Central Committee of the Communist Party of China and the State Council put great emphasis on the construction of a new socialist countryside, a historic task put forward by the Party, by continually pointing out that the Party and the whole society must take the task as a very significant and historic mission in the course of modernization from the overall perspective, so as to make it our be common awareness and common action. Meanwhile, it is emphasized that it is the essential approach to solve the problem of"agriculture, countryside and farmers"to build a new socialist countryside by coordinating the urban and rural development economically and socially, and promoting the urban and rural development as a whole. House property right turn-over in rural areas is a widely concerned issue in the course of the construction. In this paper, the author mainly discusses the property right turn-over of farmer's private houses which are built on the land owned by town and rural collective organizations.First, the author analyses the significance of speeding up house property right turnover in the towns;Next, the author gives his analysis of the present situation of town house property right turnover based on the Huhhot suburb as an example. Then, the author focuses on the factors which restrict town house property right turnover in our countryside. These factors are the following: firstly, the right to use the land for building private houses is a big bottleneck for the town house property turnover in our countryside; secondly, the unclear definition of town house property right is unfavorable to the turnover; thirdly, the imperfect social security system in the countryside makes the town house property right turnover powerless internally; fourthly, the slow real estate development in rural areas makes the town house property right turnover powerless externally. At the end, the author puts forward his general solutions to revitalization of the rural house property right turnover: it is necessary in rural areas to establish and complete the laws of the turnover of right to use the land for housing, the regulations for the registration and management of house property right, the regulations for market transactions of house property right and the social security system, so as to dispel the systematic bottleneck of house property right turnover in rural areas. Based on the above, some suggestions are given to quicken the rural house property right turnover: to strengthen the right of house management; to realize the four powers and functions of house ownership in countryside ; to enlarge the scale of qualifications for the turnover of the private house property in rural areas.
