This thesis studied systematically the threats management of Tangshan software industry base project.Firstly, external four factors ,By analyzing completely the complex, changeful external threats factors, including the national industrial policy, software technical environment, industrial characteristic as well as market condition, etc. , which are faced by Tangshan software industry base project, the thesis found out the external opportunities which should be taken and the external threats that should be evaded.Secondly, It analyzed in depth the internal threats in four aspects that consist of product sale situation, research ability, organization structure and human resource, worked out the internal strength and internal threats of the Tangshan software industry base project.Thirdly, The thesis constructed the EFE (external factor evaluation) matrix and the IFE (internal factor evaluation) matrix, coming up with the SIOT (internal Strength, Internal threats, external opportunities, external threats) matrix. With analyzing the three matrices above, through matching and evaluating the internal strength, internal threats, external opportunities and external threats, the thesis determined the mission and aim of Tangshan software industry base project, put forward optional decisions of threats planning that might be adopted by Tangshan software industry base project.Finally, base on industrial analyzed in depth ,using the QTPM (quantitative threats planning matrix) tool, the thesis gave out the prioritized threats planning "low cost" and the threats control, which Tangshan software industry base project should exploit. At the end of the thesis, it raised some means according to carrying out the threats planning.
