Today the resources and environment question have become the most important restriction to our economy sustained growth. On the one hand the domestic gap between supply and demand increases unceasingly, degree of external dependency constantly rises; on the other hand the energy-derived environment question becomes serious day by day. The "eleventh five-year" plan proposed in the following 5 years the energy consumption per unit GDP will drop 20%, the main pollutant discharge amount will reduce 10%. The system research and scientific appraisal on energy efficiency not only has important theory significance to regarding our country's sustained development, but also has vital practical significance to the energy conservation and pollution reducing, and to achieve the "eleventh five-year" plan.The basic thinking of this paper is: learning energy consumption experience from the previous industrialized country, we make a scientific appraisal to our energy efficiency by means of system analysis and contrastive analysis from macroscopic, medium , microscopic levels, then propose some strategic countermeasures and suggestions of the energy conservation and sustained development.The research method of this paper is: selecting some indicators of macroscopic, medium , microscopic levels, through the longitudinal historical evolution as well as the crosswise international contrastive analysis, simultaneous considering our national condition, we evaluate energy efficiency in each level and prospect the trend of development in the future.The main conclusions:(1) Macroscopic level: Selecting three main indicators: the energy consumption per person, the energy intensity, and the elasticity ratio of energy consumption, analyzing by longitudinal and international contrast, we can draw a conclusion that the Chinese macroscopic energy efficiency is on the middle level. Comparing with developed country who was at same economic level ,our energy intensity is equivalent or slightly low than them, the energy intensity is 204 tons/1,000,000 US in 2006, comparing to Japan today, is only higher by 12.3%, and higher than Italy by 27.9%. According to the energy consumption and economic development's rule, our energy consumption will still be at a high level along with the economy developing, so it will be arduous tasks to achieve energy conservation goal of the "eleventh five-year" plan;(2) Medium level: the industry, the transportation, and the building energy consumption are three great "high energy consumer".Through the energy efficiency contrastive analysis with developed country, we see that there is a certain gap between the developed country and China. The energy intensity of industry is lower than the world average level at present, the transportation's average fuel economy (oil consumptions by liter/100 kilometers) is lower than the European and American countries by 11%, the building's heats consumption per construction unit is 1-1.5 times higher than the countries with same climate condition;(3) Microscopic level: mainly measuring by energy consumption per product of steel and iron, the cement, the electricity generation and so on which are the key consumers in industry. The main conclusion includes: a big progress on energy consumption per unit product has made, but compared with the international advanced level there still is a great gap, despite the gap is growing smaller. The average energy consumption of 16 products in industry is higher by 40% compared to international advanced level, thermal power supply coal consumption high 20.5%, the steel may be higher than 15.6%, the synthesis energy consumption per ton cement is higher by 23.6%. Therefore, there still is very tremendous pressure to complete the energy conservation goal of "eleventh five-year" plan on main products and equipments.In order to make sure that our "eleventh five-year" plan realize and the effort of energy conservation be successful, we should make great efforts from three aspects: the economic structure, the technology, energy conservation management. On the one hand we must adjust the economic structure, the industrial structure, the product structure; On the other hand increase research investment on energy conservation technology and advanced technology promotion vigorously; Third we need to supplement the related energy conservation laws and regulations, consummate the energy conservation management system, promote consumption concept to be popular, to establish saving society, and also make sure that the market's role give full play. |
