Performance management (PM) achieves the upgrading and improvement in the management of enterprises by way of the understanding of staff performance, organizational performance and through feedback on the results. The core of PM is fairness and efficiency. The key to achieving the core is for establishing a scientific and rational performance goal system, method measure system and the results feedback system, which can make employees get a sense of injustice. Also, it can maximize the efficiency of enterprise management.Based on the literature review of performance management and combining the basic theory of performance management, this paper analyzes the status and performance management of China's state-owned commercial banks, and focus on the analysis of the performance of state-owned commercial banks, KPI performance appraisal system and the existing management problems. Then the deeply think carries about these issues.In this paper, the root of the banks in the performance management problem is that the process is not scientific enough. And understanding of the overall performance management, organizational culture is lag.For this reason, this article studied the performance management process design for the commercial banks. The research included the Performance management objectives design of commercial banks, the analysis and evaluation of the performance appraisal process standards, the analysis of assessment indicators system. And the synthesis evaluation method based on the comprehensive evaluation of key performance indicators, the method of BSC and the Six Sigma management method are given, and further research give the application scope of various methods. Finally, the procedures for the effective performance management were given, and performance management model for phased commercial banks was put forward. This article considers that the commercial bank's performance management process is not the same model, nor the method is applicable to all banks. In connection with the management of commercial banks and its management status, we choose the appropriate method for own performance management. Each state bank in possession of would correspond to a method, which will further improve the performance management process, improve the efficiency of banks, make the banking sector to develop strong, make the next stage of bank forward. If the bank development is get to a next degree, the next method of measure performance will be to use. Through this dynamic adjustment, commercial banks constitute a method choice strategy of performance management. So there is a clear role in guiding the choice for commercial banks performance management at this stage.Finally, a branch of one state-owned commercial bank, X, performance management case studies. And it confirmed the "phased commercial bank performance management model" point of view.
