Under the new marketing environment, customer value has become an important resource of companies'competent power. Company's strategic task is building up a bridge between the company's capacity of creating customer value and the target customers in the market or making company's capacity of creating customer value perfectly match the value demand of target customers in the market. Excellent customer value can bring positive marketing effect which enhances customer satisfaction and promotes customer maintaining and loyalty; as well as leads to repeat purchase and raises the company's payoff ability, so it has become the final resource of company's competent resource. With the further quickening of the process of economic globalization, especially after joining WTO, the construction of our country will integrate with the world market. In the face of new competitive environment, how to strengthen the competitiveness of the construction enterprise of our country, how to further explore world market and compete with the foreign construction enterprise while consolidating the domestic market, have already become the common concerned focus on domestic construction.The primary problem of strengthen enterprise's competitiveness is carried on under the customer satisfaction and customer loyalty. Fur this reason, study construction enterprise customer problem become inevitable. The paper presented customer value and 3C theory both domestic and aboard, analysis the relevant theories of customer value and 3C strategy, discussed the relation of CI, CS and CL, discussed that customer value is the core of 3C strategy and gave the definition of 3C theory based on customer value. Secondly, the paper analysis the key point of the implementation of the 3C strategy with the characteristic of the construction enterprise. Thirdly, this paper expounded the management system of construction enterprise 3C strategy composed by the positioning, monitoring, adjustments and support system. Lastly, this paper introduced the case of the S enterprise.
