With the development of our economy and shrinking of the first & the second profit, more and more companies target logistics, the third profit. Many electronic information technologies were applied to logistics area, so the outsourcing of modern logistics reveals its advantages clearly, reducing the cost, strengthening the core competition, speeding the reflection, and promoting customer services.Now not so many people research the risk of Logistics Outsourcing in China. And they usually use Experts Mark, Fuzzy Integrated and Analytical Hierarchy (AHP) to evaluate its risks. There are many matters with these methods for the projects of Logistics Outsourcing that have many risk factors. For example, you will hardly judge the importation of each factor, have to deal with many calculating, and get inaccurate datum finally. So these means are not right to Logistics Outsourcing. Therefore it is necessary for us to find an applied and agile estimated method.After analyzing the procedure and the key activities of Logistics Outsourcing, the problems of it in our country were summarized in this paper. The risk factors were studied systematically from the view of the enterprise carrying Logistics Outsourcing. This thesis include summarizing the characteristics, identifying the risk factors, establishing the estimated system, founding evaluated method, running the method for the projects, and so on.Improved method was applied which can make the evaluating procedure to be simple, quick, and accurate, basing on the traditional BP neural network in this thesis. In this evaluation of Logistics Outsourcing, this means was used fully.
