Contemporary Urban Government Grid Management Of China: Exploring And Analyzing

Since the 1980s,the world economics and the social development have displayed such situation as the informationization,the globalization as well as the network,and they also show us their the interconneetion,the accumulation promptly.The urban,which is a body's cartier with politics,economy,society and the culture,and a closest space with citizens,is also experiencing the time vicissitude.Since from the last century 90s, the urban management idea has promoted three times,the management system has experienced three transformations,the management level has experienced three times in more than ten years.However,in the developing process,the city government management pattern and the idea fall behind them obviously,the contradiction of the urban construction and management come apart clearly.In recent years,the domestic and foreign scholars has already taken the urban government management reform and the pattern as an important research topic by the government and the academic field.Based on the need of the construction's foundation of informationization,the city management reform,and the exploration by urban managers and the theory scholars,the urban government grid management comes to be.Therefore,the research on the urban government grid management pattern has great theory and the practical significance for improving the management of the social affairs,constructing harmonious society, impelling the urban government modernization level.In addition to introduction part,this paper includes three main parts:Introduction of this paper summarizes the background the urban grid management,question of origin,research themes and perspectives,related research results and practical progress in education,research significance And methods,the paper structure and innovation,and so on;The first part of this paper:In order to make the writing more stringent in the sense, the article defines some related concepts of the city grid management:such as urban management,urban management of the grid pattern;and look into the characteristics of the grid of urban management mode from of the following aspects:management theory, organizational design,management processes and rating systems as well.This part is main of descriptive note,and introduces the construction of the urban grid management mode more systematic comprehensively. The second part mainly introduces the status and the developing course of some cities' urban grid management:First,a brief history Review of process of conducting of the urban grid management;secondly,scanning the status of some cities' urban grid management pattern,taking Beijing,Shanghai and Wuhan as the case:components, operation,the benefits produced of the pilot cities grid management,at the same time,I examine the problems that exist of the city grid management process from some aspects as follows:the friction issue of the new and old structures,the problem of misunderstanding,to maximize the value of management problems,the Government's financial support,staff Management problems and the system deficiencies as well,and analyze the problem and the reasons of these problems:structural reform in the new and old systems of conflict and transitional problem,the idea of deviation and publicity reasons,the high cost of information technology,the quality of human resources aspects, laws and regulations,and policies matched,technology development and innovation as well;The third part of this paper includes the construction and exploration of improving and promoting China's urban grid of the management ideas and initiatives:the overall idea of promoting and improving China's urban government grid management is: adhering to the principle of unity,adhering to innovation in theory,adhering to Past and based on actual;exploring the means from the following aspects of the initiative:the first, follow the principle,deepening understanding,rule-based,targeted;the second, strengthen theoretical study and practice of summarization,improve the management of the grid pattern further;the third,insist the future,explore policies and measures of the new and old systems transition actively;the fourth,based on reality,strengthen communication,suit to local conditions,and coordinate interests;the fifth,strengthen the research,improve the forward-looking,and resolve the bottlenecks hard.On the base of correlation theories and practice foundations,this paper carries on system's analysis and the construction theoretically to the urban grid management pattern, and examines the practice carefully;then I promote the urban government grid management theoretically through the literature analytic method,the comparison analytic method,the empirical study method and so on.This paper's research results:Taking Beijing,Shanghai,Wuhan as analysis objects, by constructing the urban government grid pattern,elaborating city government grid management's concept and the characteristic,summarizing some cities' government grid management experiment site course and present situation,and analyzing and inducing the mentality and the measure of city government grid management.The innovation of this article manifests in the originality of study object,the research content,the research technique and the conclusion.
