Since the opening-up of China, foreign direct investment (FDI) in Bohai rim has been increasing by high speeds. A third foreign investment hub, Bohai Economic Rim, is formed after the Pearl River delta and the Yangzi delta. With the acceleration of economic globalization and multinationals'operation on global scale, FDI has played a more important role in Bohai Economic Rim's economic development. Nevertheless, studies on regional foreign capital effects have been focusing on the Pearl River delta, the Yangzi delta and some relative provinces or cities. Compared with those studies, very few researches have been done on the later booming Bohai Economic Rim concerning FDI, and evaluations about FDI effects in this region are scare. Therefore, theoretically, study on its FDI's economy effects will remedy the lack of FDI study in this specific area of Bohai Economic Rim. Practically, lag of relative studies has already restricted Bohai Economic Rim to utilize FDI effectively, and choked off its status of being the third economic growing pole. Herein lies the significance of in-depth study on FDI's economy effects upon Bohai Economic Rim, of FDI's functional evaluation, also of solution to make FDI work better.This dissertation is entitled Study on Economic Effects and Countermeasures of Utilizing FDI in Bohai Economic Rim, intends to deeply explore the following issues basically through the methodological combinations of theoretical and positivist analyses, of comparison and case study, of qualitative and quantitative analysis:Firstly, FDI has great economic effects on Bohai Economic Rim. The effects include FDI's capital creation, promotion of regional economic growth, technological progress, and industrial upgrading. With local firms and multinationals'interaction upon the above positive economic effects, FDI provide a shortcut for the region's adjustment of industrial structure. Secondly, FDI brings some negative effects on the region's development as well.Specifically, FDI's capital creation effects has still been weak, both the sources and destinations of FDI have had some disparities, technology spilling effects have not been strong in some districts, FDI corporations have been squeezing out some local firms, and the resource and environment have been under pressure. Concerning Bohai Economic Rim itself, the relatively tight energy sources supply, the lack of technology being transferred into throughput, the loosen connection between different districts, and weak agglomeration have restricted the positive effects of FDI.At last, in order to reduce the negative effects of FDI and utilize FDI in a more effective way, the local governments need to improve investment environment, use proper industrial policy and stimuli policy to lead FDI into better area. Each member in the economic rim should make the most of its comparative advantage to develop its proper mainstay industry, avoid eyeless competitions to attract foreign capital or compare FDI amount unrealistically, thus make the region a real integrative economic organism.This dissertation makes some contributions on such studies as follows:Firstly, full and accurate data are collected and coordinated about FDI on Bohai Economic Rim, thus remedies the lack of information deficiency in this specific region, and establish a foundation of data accumulation for further study.Secondly, FDI economic effects are systematically studied on Bohai Economic Rim for the first time. Demonstrations upon great amount of accurate data provide valuable systemic production on the field.Thirdly, countermeasures are brought forward on the basis of all the demonstrations and evaluations, of which can be used for reference in the future practice of utilizing FDI in Bohai Economic Rim.
