The implementation of caller pay principle has a profound impact in China telecom industry, which should be supported by whole budget management system of the telecom operation enterprises as well as other related enterprises' activities. As one behavior of strategic adjustments, caller pay principle requests responses' behaviors of whole budget management system to react fast and smart.The thesis analyzes the impacts of caller pay principle on whole budget management system of the mobile telecom operation enterprises, including impacts on budget management oragnization as well as budget methods and circle-management, and finds out which part of the system will be affected. On the basis of the first reseach, it works out the appropriate methods reacting to the adjustments including methods pool and reactions plans.
