This title tries to utilize the knowledge of communication management, and discusses the impact of the quality control of strategy of network communication. Currently, the quality of communication units possesses a series of problems; the bandwidth usage has exceeded 90%. There are few connection points and the distribution of network flow in not even, therefore congestion occurs frequently. NAP point charges are very high, and the quality of NAP point is not guaranteed good quality, therefore NAP points are not able to play a leading role. At the same time, P2P application consumes the majority of the bandwidth, causing connection circuit capacity expansion failed to catch up with the demand of internet subscribers. This summery starts with the analysis of foreign connection units, along with the Ministry of Information Industry's internet technology requirement and testing method standard, through different network construction plan, and made network quality comparison, then obtained best solutions for this matter. The solution is as follows: To gradually adjust the connection points between each internet unit: First, for those Units with less direct connection points, we will make additional points to raise the level of network security; Second, for those units with large work flow, we will add additional points to improve the distribution of work flow, reducing the burden of work flow, and to ensure the smooth flow of traffic between the networks, thus improving subscribers' internet experience. With the information above, we have concluded the following research purposes: to improve inter-network units traffic flow status, and the increase the quality of internet communication, to improve the infrastructure of the network, to rationally utilize the national switch system, and strengthen the internet safety management.
