| With the rapid development of the national economy and state-owned enterprises, the recombination of enterprises has become increased. In particular, the state has increased reform strength of industry enterprises reform , which try to make further optimization of the enterprises' organizational structure and make further improvement of the operational mechanism. However, as the mechanism and the system are not perfect, the activation, keeping and adding value of idle assets has not received attention, which results in the loss of state assets. The plan of 11th Five-Year clearly stated, "We should deepen the reform of public utilities such as oil, and promote the reorganization of state-owned assets, which can create a competitive market, establish modern enterprise system, keep and add the value of state-owned assets." Clearly, keeping and increasing the value of state-owned assets on the recombining has received attention gradually, then how to achieve the activation, keeping and increasing of idle assets still worth studying.The paper starts with the specific circumstances' analysis of current recombination of state-owned enterprises, and makes industry enterprises as research objects. Take the post as the example ,Firstly, it focuses on the characteristics of restructuring of industry and the problems in the process of activation, keeping and increasing the value of idle assets. Secondly, this paper makes a comparative analysis of domestic and international postal industry restructuring. Thirdly, this paper chooses the recombination of municipal postal industry as objects, analyzes the specific situations of activation, keeping and adding value of assets, which can identify shortcomings and constraints, and forms the way and operating mode to active the idle assets and increase the value. Finally, it establishes the matched measures of the activation of idle assets and the performance evaluation system to keeping and increasing the value aimed at industry enterprises. |
