| Community co-management has already become a trend of natural resource management, but this mode is primary in China. How to expand it, especially establish its mechanism, is research focus in this field. The foundation of mechanism is property rights system, but current property rights system in China is blocking community co-management development. Reasonable distribution of property rights without changing ownership character is the key to improve community co-management. According to the difficulties of community co-management, the thesis analyzed the shortcoming on property right of community co-management in Baishuijiang Nature Reserve and explained that the current distribution of property right is not suitable to the community co-management. It also analyzed the affect of property right to the community co-management and the aftereffect of the shortcoming on property right, explaining that in order to consummate the task of forestry resource management, we must resolve the obstacle of the property right to community co-management. At last, the thesis put forward the proper method.The thesis is divided into seven parts. First of all, this paper defines several correlative notions. Secondly, this paper argues the background, purpose, significance and development of community co-management of forestry resource and states the content of study. Thirdly, this paper analyzes, evaluates and summarizes the condition of property right of community co-management of forestry resource, including its current status, history and movement. Fourthly, the effect of the property right in community co-management is researched. Then, based on case of community co-management in Baishuijiang Nature Reserve, the paper discusses the current illogicality of property right in community co-management and analyzes and summarizes its reason and aftereffect. At last, this paper puts forward the building of property right in community co-management and improved movement mode, discussing the further problems. |
