At present medicine price is becoming increasingly serious in China. The continuous increasing medicine price has become a hot topic in recent years. The reasonable price becomes very important because it infects people's level of living and healthy. The medicine market is a competitive market, So in general market regulation is made or obey the price mechanism to make the market order. However, the regulation of the medicine market should penetrate in every procedure from medicines production , circulation to sales .Because it mainly depends on the two basic characteristics of the medicines: Firstly, the medicine has something to do with all people, which needs satisfy all the demand of the people ; Secondly, the use of medicine relates to the patients'life .Therefore, the vast majority of deveoped market economy countries control the medicine price by making the regulation.With the rapid development of Chinese medicine industry since 1990s, the medicine market will soon have become surplus. However, the price of medicines does not reduce ,instead it climbs up fast. It shows that the market mechanism of the medicine price and the government doesn't play role very much.Economists has a lof of research on the increasing medicine prices ,but most of them are focused on the formation of prices ,the analysis of the reason and the introduction of the relevant system of the medicine price in other countries. It is rare to study on it from the perspective of economic law system .Therefore the author carries on the system analysis for the high medicine price from the economic law perspect .The author proposes a set of science effective economical legal system to control the increasing medicine price by utilizing the empirical analysis and the fundamental research method.This is also the innovation of the article.
