Cogeneration is a key method for power plants to improve efficiency and enhance competitive ability, what's more, is being paid more and more attention by the state departments, has become the key development projects in the power industry in the 21st century. How to overcome cogeneration enterprises'inherited shortcomings that caused by China's power policies and system's limitations, to survive the competition, are realistic problems that China's cogeneration enterprises are facing. This paper selects Daqing Oilfield Power Plant (DOPP) as a representative study case and studies its cogeneration service's status and existing problems, analyses the causations of the problems and the problems'influences and also delivers innovation proposals for DOPP's cogeneration services. So this paper has made a tentative study for the future operation ways and developing strategies of China's cogeneration enterprises'cogeneration services. This paper has four parts. The first part presents the purposes and senses of this paper and introduces the domestic and oversea study status for cogeneration. The second part analyses the circumstances of DOPP's cogeneration services and its existing problems such as the narrow scope of services, the single clients, the extensive and narrow cost management, cogeneration inefficient, the inability of cogeneration to meet the current size of the Daqing Oilfield oil and associated industries and the development and construction of the city's hot, DSM needs, and so on. The third part analyses the macroscopic and microcosmic causations of the problems and their influences to DOPP's cash management and to CPF itself growth. The forth part first presents the innovation's purposes and requests and its basic principals, then delivers its actual projects such as the introduction of target cost management and value chain analysis for cost management, changing indicators for measuring the efficiency of cogeneration, expanding cogeneration scale. This part also gives the ensure measures for the innovations and estimates the innovations'results.
