With the development of knowledge economy, there are the main Characteristics in the era, such as globalization of the world economy, knowledge and information. Under the background, competitive environment has undergone tremendous changes; the competition among enterprises is becoming more and more fiercely, how to build up their core competitiveness of enterprises has become the most concern. The Effective management of human resource has been a major factor to improve company's competitive power. Performance management is an important part in human resource management. It pushes long term development of company if it runs effectively. Therefore the establishment of a scientific and rational performance assessments system has some theoretical and practical significance.In this paper, it studies the basic theory on performance assessments and managements deeply, and selects Xinjiang Sanye Pipeline & Technology Duty Co.Ltd as an object of study. This paper is divided into five parts. The first part of this paper discuss on the background and significance, latest research developments at home and abroad on performance assessments, major research contents and the framework of this paper. The second part of this paper employs the correlative theories such as performance; performance assessments; performance management and performance assessments system; analyses the relationship performance management, performance assessments; introduces the content of a performance assessments system; the indicators and standards of performance assessments; the principles of performance assessments; Compares the current list of four broad and effective performance assessments methods. The third part of this paper introduces the basic information of Sanye Company; makes diagnosis of its status quo of the performance assessments; analyzes the problems and causes. The fourth part proposes the design ideas, objectives, principles and design steps of the performance assessments; analyzes and researches the goals by decomposition, work content and the preparation of brochures of staff positions. At the same time, selects a multi-rater assessment methods and Key Process Indication (KPI) as company performance assessment methods; identifies an examination cycle and the main examination; constructs the model of Sanye company performance assessments system indicators and weights based on middle management and general staff. The fifth part proposes organizational guarantee during the implementation; analyses likely to be encountered in the implementation of the resistance and evaluates.This paper analyses and researches Sanye Company's performance assessments system. The design gives prominence to the applicability, feasibility and maneuverability and it hopes that it not only gets improvement to Sanye Company, but also could be used for reference when the small-medium enterprise carry out employee performance assessments system.
