The 16th National Party Congress in the report clearly pointed out: " 'go outside' strategy is a new stage of opening up a major move." Accession to the World Trade Organization, the domestic market is consistent with the international market in a broader field at a deeper lever. It indicates that China's opening up has entered a new stage. This is not only China to further expand opening to the outside world and actively participating in economic globalization a new starting point, China is deepening reform and continue to improve the socialist market economic system a new starting point. Under such circumstances how to "go outside" and make full use of domestic and foreign resources to accelerate the development of China's state-owned enterprises, it has become the most popular in the discussion of topics. There have been some China's state-owned enterprises taking part in the world economic competition and having made remarkable achievements. However, the transnational management of our corporation, still in its initial stage, compared with that of the developed countries, still has a long way to go before the establishment of its own transnational corporations. For instance, the issues in the aspect of government policy and the enterprise itself have greatly hindered the transnational management of China's state-owned enterprises.This article composed of a five-part. First, the article on the concept of transnational business and its related theory was briefly outlined in this part, the first article focused on the content of transnational business and its related concepts and a comparative analysis, and articles on the basic theory of transnational business a brief introduction, including: dominance theory, the internal theory, product life-cycle theory of international production and compromise theory of comparative advantage; Second, the article from the perfection of the socialist market economic system and enhancing advantages of state-owned large and medium-sized enterprises to adapt to market trends, business growth under the conditions of globalization, China's economic development, such as the reality on the five aspects of China's state-owned enterprises of the need for multinational operations; Subsequently, the article from China's state-owned enterprises and the government of a careful analysis of the current perspective of China's state-owned enterprises in the multinational operations in the main problems and then, from both developed and developing countries inspected the foreign enterprises transnational business practice and a high degree of generalization and summed up their successful experience in the form of reference; Finally, the article by foreign transnational companies operating successful experience in practice, and against China's state-owned enterprises and the actual situation of the main problems, put forward China's state-owned enterprises to promote the development of transnational operations countermeasures.
