On The Institutional Innovation Of China's Rural Public Goods Provision As Compared With International Practices

The past three decades since late 1970's have witnessed great changes in China's economic environment, which requires to renovate the rural public goods provision system corresponding to China's past conventional planning economy and thus to structure a new system conforming to the current situation. This paper tries to probe into the rules of the development of the rural public goods provision system in China, and to put forward tentatively the targets and approaches of the renovation.The paper firstly briefs the background and trends of foreign and domestic research in the rural public goods provision field, and explains the objectives, research logic and methods of the research, and the possible originality of the paper; then in the main body of the paper, through a summary and abstraction of the existent public goods provision theories, brings forward a basic theory of rural public goods provision as the theoretically analytical framework, offers a review of the practices of rural public goods provision in a few typical developed and developing countries, with some general conclusions drawn beneficial to China's renovation in this field; analyses the status quo of and problems existing in China's current rural public goods provision; and finally discusses the targets and measures of the renovation.The main originality of this paper includes, first, the rural public goods provision system being regarded as an integral set of systems; second, targets and modes of the renovation of China's rural public goods provision system being tentatively presented, based on a probe into the general evolutive rules of the rural public goods provision system.
