In recent years, central government has paid great attention to issues about development of "farmer, agriculture, and rural area". As a result of that, topic on the reform of rural system of finance gets heated in field of theory. However, rural credit cooperatives, who are the real monopolies in rural market of finance, feel troublesome when reforming. Obviously, lag of reformation will slow down the development of rural economy. Therefore, this paper explores the reform of rural credit cooperatives, according to the point of proper right's reform in rural credit cooperatives. The paper begins with literatures review on research on cooperative theory home and abroad. Meanwhile, it makes a summary on the experience of the development of rural credit cooperative in China. In addition to that, it points out the feature of "non-cooperation" for rural credit cooperatives in China, and analyses several reasons in the process of "dissimilation". Then, with the view of property right, the paper illustrates some measures taken in the reform of rural credit cooperative in China, based on the regular analysis on nowadays shareholding system, shareholding cooperative system and cooperative system respectively, after pointing out the advantage and disadvantage of each system as well as some problem existed in the new period of reforming since 2003, and then it concludes that new period of reforming is compelling and "from top to bottom". So even though choices of property right are diversified, benefits of rural credit cooperatives, which are subjects in reformation, are neglected, which leads to an ineffective result. Based on the analysis above, it finally draws a conclusion that reform of property right in rural credit cooperatives should perform with the principle of "Self-operated" and "diversified".
