Study Of The Relationship Between Economic Growth And Environmental Pollution In Wuxi City

Since reform and opening up, China has a sustained rapid economic growth, but the attendant environmental pollution is a growing problem. If we ignored the environment to sustain economic and social development, this development will not be sustainable, but also encounted retaliation of environment as close to limit of it. According to traditional western assumptions of the Environmental Kuznets Curve theory, to solve environmental problems can only rely on economic growth, as long as continued economic growth, pollution will naturally improve. This old way of "pollution first, treatment later" is not fit to the high-speed growth in China, and consumption of resources has brought serious constraints, therefore, we open a new path to explore the road of economic development and environmental protection suitable for China's national conditions.Chinese environmental protection is a systematic project, the traditional environmental strategies, and isolation of environmental protection policies because of political system, economic system, and other reasons, can not be effectively regulating conflicts between economic growth and environmental pollution. Only a fundamental change in the mode of economic growth, industrial restructuring, to be supplemented by the policy measures to improve the legal system and enhance public awareness of environmental protection, and country-driven and enterprises as the mainstay, from the perspective of economic interests recapped throat of environmental protection, then fast economic growth can be achieved.Wuxi is built along Taihu Lake, and one of top three cities in the Yangtze River Delta city's comprehensive competitiveness. As the second economic developed city in Jiangsu Province, the environmental pollution is rather severe, this paper accourding to Wuxi City Environmental Protection Bureau's environmental pollution data (1991 to 2006) as well as the per capital GDP of Wuxi City (1991 to 2006), use of the Environment Kuznets Curve (EKC) model, draw relevant conclusions and learn international economic development practices and environmental protection experience, based on the situation in Wuxi City, provide a new type of environmental strategy and policy measures, so them can provide the significant value for Wuxi City and the other similar cities.The main contents include the following parts :Part I: Introduction. The main contents are topics background, the purpose and significance of research objectives and content as well as research ideas and paths.Part II: Theory Review and Summary. On the generation and application of the Environmental Kuznets Curve (EKC) model, the research results of Chinese and foreign scholars, EKC manifestations, and the reasonableness and the proposals; management system theory, control theory; the theoretical origin, principle, the basic channels and four models of the cycle economic.Part III: Foreign environmental protection experience and evaluation. Focused on Germany, the United States, Japan and other developed countries environmental protection experience.Part IV: An Empirical Analysis and conclusions. Use of the Environmental Kuznets Curve (EKC) model, first using the Analytic Hierarchy Process integrated pollution levels and per capita GDP of Wuxi City, followed by a study of the waste in Wuxi City: emissions (SO2-based), wastewater, solid wastes and the relationship between per capita GDP, the three inflection point respectively, finally made concluding remarks.Part V: By the conclusion of Empirical Analysis,analyse the causes of Wuxi City economic development and environmental protection as well as environmental pollution. In view of environmental pollution of Taihu Lake, conducted an objective analysis.Part VI: From the view of management system theory, control theory, combining recycling economic theory, get Wuxi City's environmental protection policy measures. Mainly including the establishment of efficient and innovative system of government decision-making mechanisms, mitigation planning and development of energy-saving and cycle economic development as well as environmental protection industries, and strengthen the legal system, the upgrading and adjustment of the industrial structure, external trade and foreign direct investment, public participation and government services, as well as other measures and recommendations.Eventually establishing a relatively perfect system of environmental protection laws, regulations and policy support system, and technological innovation system and effective binding incentive mechanism.
