Analysis Of Problems Existing In The Management Of China's Highway Construction National Investment

As a basic industry of national economy, transportation is an important chain link in social circulation and distribution, supporting and safeguarding the national defence development and social economy. Among the four transportation systems in our country, railway, commercial aviation, aquatic and highway systems, the highway transportation, the continuation of social production process in current distribution realm, is playing an extremely vital role.Along with the national development of economy and steep competition between professional divisions of labour, there arises the need to further speed up the highway transportation, the network and to raise the transportation efficiency to reduce the transportation cost. Never before in China's history has a larger scale highway construction investment started. This article aims to carry on a compatible analysis and appraisal of the main uses of highway construction, related to national economoy's drawing functions, highway construction fund "five aspects", investment management procedures and logical relations. From the present situation of our country's highway construction investment management, the existing problems, such as the small proportion of national investment, the heavy pressure of raising money locally and natinal loans; overlapping system foundations and lack of professionals; too many nationally invested projects and the lack of post-assessing systems etc, and restriction factors, this paper also tries to consummate target-oriented proposals, the guiding principles of our country's highway construction investment management, the overall mentality, the pattern and the way.The thesis analyses the major problems existing in investment management, for example, the loophole in the administration system, the poor performance of financial faculties, the lack of overal thinking in investment management, the standardized management failing to fully function, the outdatedness of the investment management and the qualities of the staff not meeting the demands of investment management, etc. In addition, it suggests a reform plan, hoping to establish a state-owned, efficient managing system where power and responsibility are clarified, the restrictions are effective with the necessary quick-witted good highway construction investment management pattern, that is, to devep and apply a dynamic information system for capital to provide an effective tool for highway national investment; to strengthen contract management to ensure the effective control of highway construction national investment; to improve managing staff's general qualities to furthur control investment, to actively promote the reform of the highway construction national investment management; to apply modern management theories to achieve the constant perfection of national investment management; to strengthen the intensity of highway construction national investment management; to found and improve watchdog system; to perfect the accompanying facilities of the management system of the highway construction national investment and so forth. All these measures will serve well for the future economic development.
