Shanghai Interbank Offered Rate,brief name SHIBOR,is formally announced in January 4,2007. Because SHIBRO plays an important role in the rate market,this dissertation tries to introduce the background and function of SHIBOR,descript a variety of problems during the process of promoting the rate market,explain the important significance and dominant role in our country financial market reform from several angles,such as:the rate market,the creative products,the commercial bank transfers the product's list price,and so on. At the same time,the dissertation introduces the experience of the federal fund rate in the United States,and come to four enlightens.At last,how to push forward the SHIBOR's basic position in the market's rate system? The dissertation explores the problem from four aspects:promote the foundational construction in the market and enhance people's recognition;push forward the SHIBOR to be applied widely in product list price of the market;push forward to establish the currency policy conduction mechanism according to SHIBOR,improve the quotation system and enhance the basis of the quotation.This dissertation is divided into five part:The first part:the brief introduction of SHIBOR,the background and function of SHIBOR;The second part:the prominent significance of SHIBOR from five different aspects;The third part:explore and discuss the problems encountered in the process of market of the rate market;The fourth part:introduce the experience of the federal fund interest rate in the United States,analyze the enlightens to develop SHIBOR;The fifth part:come up with related suggestions about how to push forward the SHIBOR's basic position in the market's rate system.
