Shanghai Interbank Offered Rate,brief name SHIBOR,is formally announced in January 4,2007. Because SHIBRO plays an important role in the rate market,this dissertation tries to introduce the background and function of SHIBOR,descript a variety of problems during the process of promoting the rate market,explain the important significance and dominant role in our country financial market reform from several angles,such as:the rate market,the creative products,the commercial bank transfers the product's list price,and so on. At the same time,the dissertation introduces the experience of the federal fund rate in the United States,and come to four enlightens.At last,how to push forward the SHIBOR's basic position in the market's rate system?
