To Incorporate New Public Administration Concept Into National Audition

Constant"storms"in audition has led to people's doubts about the need and effectiveness of audition. How can national audition deal with the repeated hard audition problems is a significant theoretical and practical problem. In today's society, new public administration campaign changed the social administration model. The new public administration concept guiding the governmental reform is of great help for national auditory reform. New public administration is a socialized, democratic and multi-role pubic administration concept, which emphasizes the mutual administration by governments, society and individuals with the pubic as the main body to encourage people's participation, intending to break the traditional rigid bureaucratic top-down hierarchical mechanism. It is suggestive to the governmental auditory mechanism innovation and auditory effects.This paper, on the basis of the illustration of national audition and implication of new public administration theory, deeply analyzes the existing problems in traditional governmental audition. exposing five factors that hinder national audition, i.e. deficiency in governmental internal auditory system, super-superior position of governmental audition, low efficiency of governmental auditory resources, lack of stimulating system in auditory internal administration and slow extension of governmental auditory types. To cope with these problems, this paper put s forward the idea of incorporating new public administration concept into national auditory administration which provides theoretical basis and thinking guidance for governmental audition, which is of practical significance to strengthen auditory supervision and enforcement, thus to consolidate national auditory authority and enhance the competitiveness, checking-and-balance power of national audition involvement into public audition, and meanwhile to make governmental work more transparent, to strengthen the supervision and prevention of corruption, and to improve governmental administration and service function.
