| Flexible employment is playing an increasingly important role in coping with increasingly fierce employment competition at home and especially it serves as a major channel for employment for vulnerable groups. However, from the flexible employment development reality, we observe that the social security system for protecting flexible employers is still a serious imbalance in the supply and demand. Therefore, to find the factors that lead to social security deficiencies for flexible employers is of practical significance to an effective solution of social security problem. This paper attributes the generation of the flexible employment social security deficiencies to three factors: the government, the flexible employees and the employer.
