Since the establishment of WTO in 1995 to 2007, China has encountered the largest number of anti-dumping investigation in the world for 13 consecutive years. The negative impact of trade friction to China's foreign trade development and even the entire national economy has caused the high concern of the government, academia and the society.This paper studies China's mechanism responding to anti-dumping. It analyzes the abuse of anti-dumping system and non-market economy's status, China's status quo of responding to anti-dumping and the existing problems in its response mechanism, and proposes to build and improve China's government-led anti-dumping response mechanism.The author cites the latest data and cases of responding to anti-dumping, absorbs the latest domestic research results and the foreign experience of anti-dumping response, and presents an all round and systematic discussion on how to build and improve China's government-led anti-dumping response mechanism.Due to the prevalence of trade protectionism and abuse of anti-dumping system, the issue of China's non-market economy's status is being politicized. This determines that the Government's leading role is essential in the fight for market economy status and responding to anti-dumping. Under the background of traditional Chinese culture and national conditions, the enterprise or industry associations-led anti-dumping response mechanism is very defective, and it is imminent to construct and improve China's anti-dumping response mechanism.With experience of foreign trade and economic cooperation practice, the author thinks that, responding to anti-dumping should not only be the business of enterprises or the industrial associations. Under the new circumstances of responding to anti-dumping, the government should respond and put forward the new anti-dumping measures and response strategies from the government's macroeconomic policy point of view. It is necessary to establish a government-led anti-dumping response mechanism and strengthen the strategic position of government in anti-dumping. The goal is to create the "four-linked" responding system involved Ministry of Commerce, local commercial departments, enterprises and industrial associations. The government departments must play the leading role, enterprises have to initiate, and industry associations should organize and coordinate, and more importantly, the government departments, enterprises and industry associations should interact and collaborate. It is critical to improve legislation of anti-dumping response to regulate the market order, to improve the market economic system and fight for market economy status, to be familiar with international rules and be encouraged to resort to DSB WTO for trade friction solution.
