On one side, the transition and upgrading of the processing trade is being advanced step by step with the economic development, which will certainly impel the customs to transform their supervision, to innovate the model of supervision and improve the supervision level .On the other side ,we should innovate the supervision of customs bonded, and only in this way can we adapt to the development of the processing trade and the transformation to upgrade it effectively. Thus , at the background of the transformation and upgrading of the processing trade, how to strengthen the bonded check is a new task and challenge faced by customs bonded supervision.At the background of the upgrading of bonded processing in transition, targeting at bonded verification and enterprises inspection, taking the case of customs bonded at Weihai port, this paper studies the bonded supervision innovation in the transition and upgrading of processing trade .Four parts are divided in this article:Chapter one analyzes the necessity of transforming customs bonded processing and bonded processing regulation. On the basis of analyzing the importance of processing trade to China's economic development, it discusses the risks faced by the customs supervision which is caused by the upgrading of processing trade.Chapter two introduces the transformation of customs bonded processing and bonded processing regulation. It also makes clear the definition of the bonded goods and bonded processing regulation, compares the change of processing regulation mode and the characteristics of new supervision mode in detail. Chapter three analyzes the current situation of Weihai port in bonded verification and enterprises inspection from the following aspects: the present situation of the bonded processing supervision at Weihai port; the meaning of bonded verification and enterprises inspection, and their development; the mechanism of bonded verification and enterprises inspection; factors which aspects the them.Chapter four talks about the design of bonded verification and enterprises inspection which is adapted to the requirement of bonded processing supervision at Weihai port. In the end, six suggestions are given to improve the function of bonded check and enterprises inspection under the background of reform, such as developing the function of enterprises inspection to the great extent.
