It has become critical that China Unicom, as a company that went public in China, Hongkong as well as New York Stock Exchange, could whether integrate streams of enterprise logistics, information and capital, optimize resource allocation, speed up the reflection pace to market, and therefore create potential company's value. The implementation of ERP system in China Unicom was in budding phase, and the general operation impact was not satisfied based on several provinces'experimental situation in China. In addition, management was hesitating to promote and invest ERP in further stage. What are the reasons? The author, as one of the core members that participate in provincial ERP trials, will take these problems into discussion by stages. By summarizing various problems through ERP implementation process in China Unicom and analyzing success-or-not reasons in other enterprises, the author will find out the connection among ERP implementation and other factors including enterprise's healthy internal control, favorable management basis and scientific management flow. If there is no outstanding management basis but only fashion-driven pursuit, the anticipating result brought by ERP that incorporates advanced technology and management concepts can not be achieved. The author also combines recent implemental experience in accordance with 404 clause of SOX act to explore and analyze the relationship between ERP implementation and enterprise internal control, and furthermore, by studying related important clauses of SOX act and COSO control framework theory, to bring forward the concept that ERP implementation should go with establishment of enterprise internal control and those two should be organized and programmed together. He intensively explains the incorporate solution, aiming to promote ERP strategy in China Unicom, achieve information integration in a more efficient way and provide convenient, accurate and prompt information on enterprise decision-making process.
