The research on the General applicability of HRM practice is a hot and difficult issue in the field of HR. In other words, do there exist the "best practices" that all enterprises which are in the different cultural backgrounds, different industries, and different business should adopt? In addition, although organizational citizenship behavior (OCB) contributes to stimulate the employee's dedication and positive initiative, so as to enhance organizational performance. But in the previous study, scholars have only focused on the relationship between best practices and organizational performance, ignored other variables. This article holds that OCB is a contextual performance, it can be used as a third variable in order to improve the relationship between two variables(best practices and organizational performance ).Therefore, this article aims to explore the constitution of the best practices for domestic enterprises and research the effectiveness of regulation of OCB in the process of the mechanism of best practices to organizational performance.Accordingly, the article reviewed the relevant literature about best practices and OCB, take best practices as independent variable, organizational performance as dependent variable, OCB as adjust variable and combined with the actual situation of this paper, then formed the new theoretical framework between best practices and organizational performance, it's also the theoretical framework of this paper. Finally, it proposed eight basic hypothesizes. Based on the questionnaire survey of 43 enterprises, as well as part of MBA students at Northwest University, the article deal the data with descriptive statistics, correlation analysis, analysis of variance and regression. Finally, the main conclusions of the article are as follows: the seven best practices, the correlation between best practices and organizational performance is significant, best practices and organizational citizenship behavior is significantly related, and OCB play a Regulatory role in the course of mechanism of best practices to the organizational performance.
