After China's banking industry's full opening in December 11, 2006, how a large number of small and medium-sized city commercial banks achieve stable and sustainable development are being concerned by a large number of city commercial banks' operators, regulators and governments at all levels and are also being researched by a number of experts and scholars. This thesis attempts to explore a way to help the small and medium-sized city commercial banks walk out the predicament.Making the use of comparative analysis, legend analysis, case studies and other research methods, this paper studies the development of the small and medium-sized city commercial banks in post-WTO period through the formulation of development strategies, the identification of market position, and the formation of village bank, and so on.Firstly, this paper points out that the banking financial institutions are faced with the dual positive and negative effects in the post-WTO period, by introducing the WTO financial services agreement, and the commitment of the financial services industry when China's accession to the WTO.Secondly, this paper introduces the development of the status quo about China's main financial institutions which include the state-owned commercial banks, joint-stock commercial banks and city commercial banks, in accordance with the total assets, total liabilities, deposits, loans, net profit after tax, the rate of non-performing loans, and other targets. It points out that small and medium-sized city commercial banks have been more limited in the current development.Next, according to the comparison, this paper gives three ways to help the small and medium-sized city commercial banks deal with challenges. First, they would work out a practical development strategy through recycling the operation and management structure, establishing the characteristics development strategies, targeting regional development strategies, trying to form strategic alliances, and other measures. Second, they would find their own market position through positioning in services to small and medium-sized enterprises, locating in the position of the community banks and retail banking. Third, they would establish, grasp and have their own direction of development in accordance with the requirements of economic development and banking supervision policy adjustments, in a timely manner to join in the formation of the village bank, and achieving the another form of development of cross-operate.Finally, this paper gives a detailed analysis of the Fuxin City Commercial Bank. It introduces the development of the current situation of the Fuxin City Commercial Bank through the overall business situation, the corporate governance mechanism, management system innovation and brand building. It points out that Fuxin City Commercial Banks is facing the severe challenge of the state-owned commercial bank reform, the pressure of competition from overall city commercial banks and the bottleneck problems that self-development. Fuxin City Commercial Bank has only three ways to resolve the problem of the development, which are to found the development strategies, to identify market position and to explore new cross-district operation model.
