Research On Risk Management Of Credit Guarantee Organization For Small And Medium Sized Enterprises

Credit guarantee organizations (CGOs) can alleviate the financing difficulty of small and medium-sized enterprises (SMEs) to a certain extent. And it has been widely applied at home and abroad. But Chinese CGOs as running and managing risk organizations face many huge credit risks. In order to solve the risks of CGOs, the author tries to find an integrated framework of risk management. It will promote persistent development of CGOs. There are three parts:In this dissertation, first of all, the analysis for currently risk of CGOs, including credit risk, operational risk, market risk and liquidity risk. These risks affect CGOs'development from different aspects. Further, the author has an analysis for the causes of the risk and information economics theory for CGOs'risk. Based on the above risk analysis, the author introduce enterprise risk management--integrated framework (ERM) and study on it from the background, main contents, role and limitations of ERM. The aim is construction of risk management- integrated framework for CGOs.On the basis of theoretical analysis of the first part, in the second part, the author constructs the risk management integrated framework for CGOs. The eight elements of ERM are the main line of it. And give a brief analysis of the role and characteristics of risk management -integrated framework for CGOs .Finally, the author studies on an empirical research of Jiangsu Credit Guarantee Co.,Ltd. Then give an establishment of SME credit risk assessment model based on the Analytic Hierarchy Process. To a certain extent, it will improve the risk assessment capabilities of CGOs.Above all, this article aims at exploring the application of ERM to China's CGOs through introduction of comprehensive ERM. Therefore, the risk management integrated-- framework guides and increases risk management of credit guarantee industry in China.
