A Research On Municipal Fiscal Policy's Stimulating Impact On Enterprise Autonomous Innovation

Autonomous innovation is the core of national competitive advantage ,the significant option to adapt to future challenge, the strategic route for science & technology development of our country and the fundamental way in which our innovative nation can be built up. According to the fact that innovation can cause continual economic development and that it provide opportunity for benefit joint-sharing, some public fiscal and taxation policy acting as supportive and directing framework should exist here.Generally speaking, the researches concerning public policies stimulating autonomous innovation mainly focus on two aspects: firstly, efforts to set up the performance measurement system for supportive public policies; Secondly, attempts to exploit the inner functioning mechanism of innovation system by identifying factors affecting on innovation. Based on the latter one, the sample enterprises selected for statistical analysis in this article is classified into three categories (high-tech enterprise ; transformed research library & institute ; ordinary SMEs ) which is used as critical parameter to identify those key supportive policies and distinguish their different impacts on autonomous innovation among these three categories at the WuXi city level. The statistical analysis is further subdivided into three parts . Firstly, a general descriptive statistical method to test to what extent the relevant policies is being informed and executed. The result shows that there are more than half of the sample enterprises have no good understanding of supportive policies and that some irregularities exist during the process of collecting tax by local taxation authority. Possible solution against these problems includes continuing training and strict supervision ;Secondly, the application of dummy variables methodology proves that although the ordinary SMEs has undergone the highest speed of growth in autonomous innovation output the transformed research library & institute's R&D input benefits most from public supportive policies. Thirdly, the time series analysis identifies that science-technology expense is the most relevant policy to local autonomous innovation. When come to relating science-cause expense with innovation and technology buy-in expense with assimilating expense, the result shows that there is no obvious correlation exists in each pair of variables, which should become the big issue for local government when deciding on innovation resource allocation.
